System-Wide transition to the Coast Guard’s Direct Access System


Officers, Supervisors, and HR Staff,

 

The attached message was provided by the Division of Commissioned Corps Personnel and Readiness (DCCPR, also known as Commissioned Corps Headquarters (CCHQ)), and outlines interruptions to their services in preparation for and during a system-wide transition to the Coast Guard’s Direct Access (DA) system.  The DA system will be used beginning January 1, 2016 to process personnel actions and approve and track officer leave, among other things.

 

Below is a summary of the service stoppages and their impact on personnel actions for commissioned officers.

 

Upcoming Disruptions

DCCPR will not accept the following requests from November 14, 2015 through January 5, 2016:

  • Form PHS 1662 – “Request for Personnel Action” (not including Calls to Active Duty)
  • Form PHS 1373 – “Separation of Commissioned Officer”
  • Signed Special Pay Contracts from the Agency

 

Implications

The following documents (complete with all signatures) must be received at the Regional Liaison  office no later than November 6, 2015 in order to be processed by DCCPR with an effective date before December 18, 2015.

  • PHS-1662 “Request for Personnel Action” forms
  • PHS-1373 “Separation of Commissioned Officer” forms (terminations only)
  • New Special Pay contracts

 

Transfers/Reassignments:

  • Officers cannot transfer or be reassigned between December 18, 2015 and February 1, 2016.
  • The Regional Liaison office will continue to accept PHS-1662 requests with an effective date of February 1st, 2016 or later during the interruption of services.

Retirements:

  • Retirements with effective dates through February 1, 2016 will be processed according to normal time frames.
  • Requests for voluntary retirement effective March 1, 2016 must be received by Regional Liaison office no later than November 6, 2015.
  • Requests for voluntary retirement effective April 1, 2016 or later may be sent to Regional Liaison office according to established guidelines, including during the shutdown period.

 

The following services will not be interrupted or offline during the migration to Direct Access:

  • 2016 Promotion Year processes
  • 2015 Annual COER
  • Quarterly Readiness Reporting
  • Policy Actions
  • Fitness For Duty (FFD) requests
  • Immunizations and Medical Exam Reviews
  • Medical Waivers
  • Readiness and Deployment Activities
