2017 COER Reminders and Additional Guidance for Officers, Raters, and Reviewing Officials


IHS Officers:

In this email you will find additional resources for completing the 2017 Annual Commissioned Officers Effectiveness Report (COER), including training webinars for each level, guidance for assigning civilian and tribal Raters, and a reminder of the due dates. Please share with your Raters and Reviewing Officials (RO) as needed.

COER Training Webinars

The Division of Commissioned Personnel Support (DCPS) is pleased to offer the following recorded webinars to assist officers, Raters, and their Reviewing Officials with the efficient completion of the COER.  These webinars are available on the DCPS website under Training Webinars.  Each webinar is bookmarked so viewers may jump to the section of interest by clicking on the arrow to the left of “Presentation” in the Events Index.

COER Due Dates

The 2017 Annual COER due dates were extended to allow officers, Raters, and ROs who are or were deployed, additional time to complete the COER.

  • Online Annual COER is due to the Rater by November 8, 2017;
  • Online Annual COER is due to the Reviewing Official by November 29, 2017;
  • The 2017 Annual COER is due to the Division of Commissioned Corps Personnel and Readiness (DCCPR) by December 27, 2017;
  • Officers eligible for promotion must have the completed COER in their eOPF by December 31, 2017; and
  • Online COER availability will end on January 31, 2018.

Assigning non-officer Raters as Guest Users

Please see the attached document containing screen shots to assist officers in assigning their civilian or tribal Rater, and to assist Raters with the log-in process.

Additional Tips

To decrease the instances of having to reset the COER or use a paper COER in its stead:

Officers are strongly encouraged to discuss the proposed COER ratings and comments with your Rater before the COER is initiated.

Raters and Reviewing Officials are encouraged to discuss their proposed responses and ensure consensus, prior to completing their respective sections of the COER.

Officers should initiate their COERs as soon as possible and follow up to ensure that their COER is completed by the December 27, 2017 deadline. Officers who have not completed the electronic COER at the time it is disabled will be required to complete a manual paper COER.

Officers who transferred between July 1, 2017 and September 30, 2017 should initiate and facilitate completion of a paper transfer COER with their previous supervisor, that will stand as the Annual COER, if they have not already.

In Summary:

  • Officers should initiate the COER as soon as possible
  • Officers eligible for promotion must have their 2017 Annual COER and all required Annual COERs for the last 5 years in their eOPF no later than December 31, 2017
  • Officers and their Raters should discuss performance and proposed scores prior to the Rater scoring the COER online
  • We encourage Raters and Reviewing Officials to discuss the proposed scores and comments prior to the Rater scoring the COER online
  • Officers should confirm the COER is complete and in their eOPFs by December 27, 2017
  • Contact your Regional Liaison (below) for assistance
