Dear Commissioned Corps Officers,

On January 1, 2020, the female combination cover and beret will phase out in accordance with Commissioned Corps Instruction (CCI) 421.02, “Uniforms for Female Officers.”  Additionally, the new women’s version of the Service Dress White (Choker) uniform will also go into effect on January 1, 2020 replacing the Service Dress White (Coat) and Full Dress White (Coat).  For those officers detailed to the U.S. Coast Guard (USCG), please follow the USCG uniform guidance.

The alternative combination cover will be the required basic uniform component for the following uniforms:

  1. Dinner Dress Blue or Dinner Dress White Jacket Uniform (with an outer garment only);
  2. Dinner Dress Blue or Dinner Dress White Uniform;
  3. Full Dress Blue or Full Dress White (Choker) Uniform;
  4. Service Dress Blue or Service Dress White (Choker) Uniform;
  5. Summer White Uniform; and
  6. Service Khaki

The black or khaki garrison cap will remain an optional wear item, wherever specified in CCI 421.02.

For more information on proper uniform wear, please review CCI 412.01, “Uniforms and Appearance,” CCI 421.01, “Uniforms for Male Officers,” and CCI 421.02, “Uniforms for Female Officers.”

If you have questions about uniform wear, please contact your Commissioned Corps Agency Liaison or the Commissioned Corps Headquarters Uniform Coordinator at PHSCCUniform@hhs.gov.

Respectfully,
