Keep in mind – The extension for completing your APFT will expire on September 30, 2020. Thus, all officers must obtain their APFT by September 30, 2020. A verified weight is required upon submission.

Dear Public Health Service Officers,

Maintaining basic levels of force readiness is a continued focus of the Commissioned Corps’ modernization. Commissioned Corps Directive (CCD) 111.03, “Conditions of Service,” requires the maintenance of weight standards for all officers. Commissioned Corps Instruction (CCI) 241.01, “Readiness and Duty Requirements,” requires all Regular Corps officers to maintain a Body Mass Index (BMI) between 19.0 kg/m2 and 27.5 kg/m2, regardless of age and gender. Public Health Service officers who exceed the maximum BMI limits must be under the threshold (allowable) estimated percent body fat, and have additional document submission(s) as outlined in Personnel Operations Memorandum (POM) 821.66, “Retention Weight Standards,” and POM 821.75, “Readiness Requirements.”

This is not new. On July 10, 2017, Retention Weight Standards for all Public Health Service officers were announced, requiring all officers to submit height, weight, and BMI (and if applicable, measurements needed to calculate estimated percent body fat via the Verified Weight Report (PHS 7044-1) annually when reporting Annual Physical Fitness Test (APFT) scores and with the submission of the Periodic Health Update (PHU). Officers in compliance with weight standards do not have to submit any further documentation beyond their APFT.

An officer who does not comply with the procedures outlined in the POM 821.66, “Retention Weight Standards,” and who does not meet the Retention Weight Standards with failure to submit subsequent documentation needed as outlined in Section 4 of POM 821.66, will be marked “Not Qualified” effective July 1, 2020.  As such, he/she is subject to ramifications outlined in CCD 111.03, “Conditions of Service.”  In addition, officers may have his/her records referred to an Involuntary Termination Board, Administrative Separation Board, Involuntary Retirement Board, Medical Review Board, or other involuntary separation process.

During the ongoing COVID-19 public health emergency, an extension was granted for certain 2020 readiness items (APFT, PHU, and Basic Life Support (BLS)) beginning March 20, 2020, until the present time.  The extension for completing your APFT will expire on September 30, 2020. Thus, all officers must obtain their APFT by September 30, 2020.  We will continue to extend the favor for PHU and BLS until further notice.
