Dear Public Health Service Officers,
You will be able to access your 2020 Annual COER on 1 October 2020. The 2020 Annual COER covers the period from 1 October 2019 to 30 September 2020.
The purpose of the COER is to evaluate your annual performance as described in the Personnel Operations Memorandum, 821.73, “Annual COER”.
Please note the following important dates for the 2020 Annual COER:
- The Annual COER is available on 1 October 2020
- The Annual COER is due to the Rater by 28 October 2020
- The Annual COER is due to the Reviewing Official by 24 November 2020
- The Annual COER is due to the Agency Liaison by 15 December 2020
- The Annual COER is due to Commissioned Corps Headquarters by 15 January 2021
The COER system has been upgraded. Here are some highlights of the updated system:
- Updated web design and intuitive user interface
- Available online year-round to accept electronic COERS all year
- Automatic calculation of overall performance
- Automatic population of administrative data
- Programmed to require comments for each performance attribute
Please review the “New COER System” webinar and user guide to familiarize yourself with the system.
In addition, Commissioned Corps Instruction CCI 351.01, “Commissioned Officers’ Effectiveness Report” has been revised. Please keep in mind, the revised policy impacts your 2021 Annual COER, not your 2020 Annual COER.
